A choice of financial support programs

The following government programs and financial incentives can help offset hiring, job training and business development and research costs.

Commercialization

The Health Technology and Commercialization Program (HTCP) - funds development projects by Ontario companies that leverage existing and emerging Medical and Assistive Technology (MAT) partnerships. Funding applications should focus on the commercial advancement of an innovative product developed with a project partner such as multinational/ local companies, and academic and healthcare institutional organizations.

Innovation Demonstration Fund (IDF) Program - funds Ontario companies that demonstrate new and innovative technologies, processes or products with high potential for commercialization. The IDF focus is on environmental, alternative energy, bio-products, hydrogen and other globally significant technologies. IDF will provide financial support covering up to 50% of eligible costs. Funding ranges from a minimum of $100,000 to a maximum of $4,000,000 per project.

NRC Industrial Research Assistance Program -supports small and medium-sized enterprises in Canada to grow stronger, grow faster and grow bigger through innovation and technology. We help firms to develop technologies and successfully commercialize them in a global marketplace. We do this by providing technical and business advisory services and financial assistance.

Digital Media

Digital Technology Adoption Pilot Program (DTAPP) - provides advisory services and competitiveness of small and medium-sized enterprises, up to 500 employees, across Canada through the adoption of digital technologies.  Through new and existing networks and relationships with colleges and organizations across Canada, the DTAPP team provides SMEs access to expertise in the digital technology adoption field.  The DTAPP team also works with other government organizations to leverage the synergies of all available Digital Economy Strategy resources.  This $80M pilot program will run unti March 31, 2014.

Ontario Computer Animation & Special Effects Tax Credit (OCASE) - is a refundable tax credit available to corporations that perform computer animation and special effects activities. The credit is 20% of Ontario labour expenses for eligible activities.

Ontario Interactive Digital Media Tax Credit - is a refundable tax credit for qualifying interactive digital media corporations. The OIDMTC is calculated as 40% of eligible Ontario labour expenditures, with eligible marketing and distribution expenses capped at $100,000 per non-specified product.

Energy

Feed-in Tariff Program (FIT) - Ontario Power Authority - is a guaranteed pricing structure, offering stable prices under long-term contracts for energy generated from renewable sources, including: biomass, biogas, landfill gas, on-shore wind, solar photovoltaic (PV), and waterpower.

Conservation Fund - this Ontario Power Authority funded program supports innovative electricity conservations projects that build marketplace capacity for conservation actions; test new or unique conservation program elements; verify energy savings potential and cost-effectiveness of novel demand-side technologies and processes; and achieve significant energy savings in Ontario.  Costs eligible for funding are those directly related to the design, development, demonstration, installation implemention, testing, measurement and performance verification of the project.  Support varies according to project type.

Export/Global

Export Guarantee Program - can help a business get increased access to financing and is a cost-effective way to free up cash flow.  This Program provides your financial institution with guarantees on financing for a variety of activities.  The export guarantee coverage is typically 75% of the amount of the loan your financial institution provides.

Export Market Access - A Global Expansion Program - assists small to medium sized organizations (SMEs) with accessing and expanding their growth in foreign markets. If your company has five or more employees, and annual sales of $500,000 or more, you may qualify for up to 50% of eligible costs incurred to develop export sales. Eligible activities include market research, marketing tools, direct contacts, and foreign bidding projects.

Going Global Innovation - supports Canadian small and medium sized companies and researchers in pursuing international R&D collaborative opportunities through the development of partnerships with key players in other countries/economies. Going Global contributes up to 75% of the eligible expenses to a maximum of $75,000.

International Strategic Opportunities Program - provides funding for strategic international collaborations between Ontario research institutions and the global research community. Total funding per research initiative does not exceed $150,000 over three years. The program will generally fund up to 50% of the eligible costs on a one-time basis, with the balance coming from non-Ontario government sources.

Investment Accelerator Fund - invests up to $1,000,000 in life sciences companies that have both the potential to be global leaders, and provide sustainable economic benefits to Ontario.

Market Xpansion Loan - offered by the Business Development Bank of Canada (BDC).  The up to $100,000 long-term loan assists companies with financing their business expansion of the domestic or foreign markets.

New Exporters to Border States Program (NEBS) - run by the Ministry of Economic Development and Trade, the New Exporters to Border States (NEBS) program is a 2-day, hands-on introductory program that gives the basics of exporting to the United States. Designed for export-ready, small and medium-sized enterprises (SMEs) with a manufacturing or service base in Ontario, the program includes expert briefings and site visits to a U.S. border entry point and a warehouse.

SMART Prosperity Now Program - is open to any manufacturer in Southern Ontario that has been in business at least two years, has between 15 and 1000 employees and can prove that they are presently in an export market and/or wish to penetrate an export market.  Funding per project is limited to 33% of eligible project costs to a maximum of $75,000.

Human Resources & Training

Apprenticeship Job Creation Tax Credit (AJCTC) - is a non-refundable tax credit equal to 10% of the eligible salaries and wages payable to apprentices in their first two years of their apprenticeship contract. The maximum credit an employer can claim is $2,000 per year for each eligible apprentice.

Apprenticeship Training Tax Credit - is available to employers who hire and train apprentices in certain skilled trades. It reimburses employers for 35% of eligible expenditures and small businesses 45%. The maximum annual amount of the tax credit is $10,000 per qualifying apprentice, during the first 48 months of an apprenticeship program. 

Connect Canada Internship Program - links graduate students and Canadian companies for research placements. Internships are funded by $5,000 from the partnership company and will be matched by Connect Canada.

Cooperative Education Tax Credit (CETC) - is available to employers who hire students enrolled in a co-operative education program at an Ontario university or college. The CETC is based on salaries and wages paid to a student in a co-operative education work placement. The maximum credit for each work placement is $3,000. Most work placements are for a minimum employment period of 10 weeks up to a maximum of four months.

Employer Health Tax - allows eligible employers to not pay tax on the first $400,000 of annual Ontario payroll. If you are associated with another employer, you have to share the tax exemption.

Employer Signing Bonus - encourages employers in trades to register new apprentices in sectors where there is a high demand for skilled workers. This $2,000 initiative assists employers to hire and register apprentices, who have left school and require upgrading to meet the registration standards for apprenticeship training.

First Job Industrial Internship Program - an initiative to help Ontario companies hire knowledgeable, highly-skilled graduates from Ontario colleges and universities, in the fields of science, technology and entrepreneurship. Employment opportunities are in research and development, with the goal of developing new products, services and processes and giving host companies the chance to expand their capabilities. Established companies could receive support for up to 50 percent of the recruit's salary, to a maximum of $40,000. Start-up companies are eligible for support for up to 80 percent of the recruit's salary, to a maximum of $50,000. Host companies provide the remaining salary and benefits. Primary consideration will be given to technically-progressive, small/medium-sized companies.

Ontario Targeted Wage Subsidy - provides on-the-job work experience to unemployed people, who are, or have recently been eligible to receive Employment Insurance, and are experiencing difficulty in finding work. The program also enables employers to hire people, who face barriers to employment (people they might not otherwise hire), by offering temporary wage subsidies.

Scientists and Engineers in Business Initiative - improves the success rate of start-up enterprises by developing the business and management skills of promising entrepreneurs in science, technology, engineering and mathematics (STEM), and supporting them as they launch their businesses. Not-for-profit corporations are eligible for a non-repayable contribution of up to $35,000 per STEM entrepreneur engaged in the project. A maximum of $15,000 of that amount can be allocated to business skills development. A maximum of $20,000, either in the form of professional services or direct financing, can be allocated to support the STEM entrepreneur to commercialize the innovation, complete a business plan, and/or launch the business. FedDev Ontario will reimburse up to 50% of the not-for-profit organization's direct eligible costs. The remaining 50 % of costs will be contributed in cash by the STEM entrepreneur.

Summer Company - is a program co-ordinated by the Business Advisory Centre Durham and funded by the Ontario Government. The program helps students ages 15 to 29 start their own companies. It gives participants up to $3,000 to help cover business start-up and training so they can start a business during their time off from school instead of getting a traditional summer job.

Research and Development

Canada Foundation for Innovation (CFI) - normally funds up to 40 percent of a project's infrastructure costs which are invested in partnership with eligible institutions. Funding partners from the public, private, and voluntary sectors provide the remainder.

Connect Canada Internship Program - links graduate students and Canadian companies for research placements. Internships are funded by $5,000 from the partnership company and will be matched by Connect Canada.

Industrial Research Assistance Program - National Research Council Canada - supports small and medium-sized enterprises in Canada, through business advisory services and financial assistance, to develop technologies and successfully commercialize them in a global marketplace.

MITACS Accelerate - is a national internship program which connects companies with research expertise in Canada's universities from applied sciences, engineering, social sciences and business to arts, life sciences, and more. For each four-month internship unit, MITACS matches your organization's contribution of $7,500, through the support of federal and provincial funding partners. Per four month unit, the intern receives a minimum stipend of $10,000, with the remaining $5,000 supporting other costs associated with the research.

Ontario Innovation Tax Credit (OITC) - is a refundable tax credit that is available to all Ontario corporations that perform scientific research and experimental development (SR&ED). The OITC is calculated as 10% of qualifying SR&ED expenses. Qualifying expenses are 100% of current expenses and 40% of capital expenses, with a maximum annual credit of $300,000.

Ontario Research and Development Tax Credit (ORDTC) - is a non-refundable tax credit available to corporations focused on scientific research & experimental development (SR&ED) work in Ontario. The ORDTC provides a 4.5% tax credit based on eligible SR&ED expenses occurring in Ontario.

Ontario Research Fund (ORF) supports research that can be developed into innovative goods and services that will boost Ontario's economy. Through a commitment of $730 million over four years, the ORF is designed to provide Ontario's research community with research funding.

Scientific Research & Experimental Development (SR & ED) - is a federal tax incentive program to encourage Canadian businesses to conduct research and development (R&D) in Canada that will lead to new, improved, or technologically advanced products or processes. Claimants can apply for expenditures such as wages, materials, machinery, equipment, some overhead, and SR&ED contracts. A Canadian-controlled private corporation (CCPC) can earn an investment tax credit (ITC) of 35%, up to the first $3 million of qualified expenditures for SR&ED in Canada, and 20% on any excess amount. Other Canadian corporations, proprietorships, partnerships, and trusts can earn an ITC of 20% of qualified expenditures for SR&ED carried out in Canada.

SD Tech Fund - Sustainable Development Technology Canada - this $550 million fund supports late-stage development and pre-commercial clean technology solutions that contribute to clean air, clean water and clean land, or that address climate change, and improve the global competitiveness of Canadian industry. Repayments of financial contributions for funded projects are not required.

Strategic Aerospace and Defence Initiative (SADI) - encourages strategic research and development (R&D) to enhance the competitiveness of Canadian aerospace and defense (A&D) companies. SADI fosters collaboration between research institutes, universities, colleges, and the private sector. Contributions equal the minimum amount of assistance required to ensure that the project generates benefits for Canadians, and equal approximately 30 percent of a project's total eligible costs.

Small Business

Canada Small Business Financing Program's - Up to $500,000 financing for any one business, of which no more than $350,000 can be used for purchasing leasehold improvements or improving leased property and purchasing or improving new or used equipment.

Going Global Innovation - supports Canadian small and medium sized companies and researchers in pursuing international R&D collaborative opportunities through the development of partnerships with key players in other countries/economies. Going Global contributes up to 75% of the eligible expenses to a maximum of $75,000.
